A Challenging Terrain for Ambitious Leaders

Yan’an is not for the faint of heart. Situated along the Yanhe River and cradled by imposing hills, this region presents a starkly rural and underdeveloped setting. The initial lack of infrastructure is striking – no paved roads, no railways, and not even basic gravel paths connect the scattered settlements. The rugged, hilly terrain demands innovative construction strategies and presents considerable obstacles for agricultural development. Managing a large population in such demanding conditions will test even the most seasoned Soviet Republic managers.

Despite the immediate difficulties, Yan’an holds considerable promise for those willing to invest and plan carefully. The surrounding hills conceal valuable resources vital for industrial growth. Players will discover significant deposits of:

• Coal
