- Delayed Congress Start: The World Congress now convenes in the Industrial Era, providing players with ample time to explore, expand, and meet fellow civilizations before the global decision-making begins.
- Adjusted Diplomatic Victory: The path to a Diplomatic Victory has been rebalanced to present a more challenging and rewarding endgame scenario.
Revamped Resolutions for Deeper Strategy

Deforestation Treaty
The Deforestation Treaty receives a substantial overhaul. Instead of a one-time grant of Science and Culture, it now provides a persistent, ongoing bonus of 3 Science, Culture, Gold, and Faith. Additionally, Option B now includes the valuable Military Engineer unit.
Military Advisory Resolution
This resolution sees a significant rework to ensure era-appropriate military advancements. Only Promotion classes available in the current era can be selected. New options include selecting promotions for Naval Melee, Naval Ranged, Naval Raider, Air Fighter, Air Bomber, or even the coveted Giant Death Robot. Furthermore, a Recon Hybrid promotion can now be selected from “Modern Infantry” once available. To add a touch of thematic consequence, buffing a Promotion class will now decrease Amenities in all cities due to the pressures of a rapidly advancing military, while nerfing a Promotion class will increase Amenities in all cities, reflecting a perceived sense of safety.
Trade Treaty
A long-standing issue with the Trade Treaty’s bonus gold effect, present even in the base game, has been identified and corrected, ensuring fair and balanced economic gains.
Urban Development Resolution
The Urban Development Resolution now offers greater district selection flexibility. Players can choose Arsenals and Waterfront districts from “More Maritime: Seaside Districts” and Garden districts from “Leugi’s Greenery: Garden District.” When paired with the “City Lights” mod, this resolution applies a flat Production bonus, either to Urban city buildings or Rural city units.
