This comprehensive modification introduces a functioning League of Nations, complete with its own mechanics for maintaining peace, imposing sanctions, and shaping global politics.

Core Features of the League of Nations Mod

By default, the League of Nations is established at the start of a new game, with historically accurate member states. However, you can opt out of its initial formation via a custom rule, allowing for a decision-based approach to its creation later in your playthrough. When historical focus is enabled, AI nations will depart the League in accordance with real-world events, adding a dynamic element to its membership. The mod also incorporates three historically significant resolutions within the League’s council, directly referencing the Italo-Ethiopian War, the Anschluss of Austria, and the Winter War.

Managing International Aggression

A key mechanic introduced by this mod is the “Aggressiveness Level” for every nation. This value, ranging from 0% to 100%, increases or decreases based on in-game actions such as declaring war, annexing territory, or maintaining peace. If a country’s aggressiveness exceeds 10%, it becomes eligible for a League resolution. This level is visible in detailed country tabs and your own top bar, providing crucial information for diplomatic maneuvering.

Resolutions and Sanctions

Any member of the League can initiate a resolution against another member nation, provided certain conditions are met, such as sufficient aggressiveness and no active resolutions against the target. The League leader is exempt from being a resolution target. Initiating a resolution can be done through the diplomacy screen of the target nation or directly within the League of Nations window. Other members then vote on imposing sanctions, with a majority vote required for success. Successful resolutions can trigger various sanctions:

  • Trade sanctions that negatively impact trade relations.
  • Granting war goals against the target to all League members.
  • Expulsion from the League.
  • Formation of a coalition that calls members to arms if the target declares war.
  • Embargoes on luxury goods, impacting war support and consumer goods.
  • Economic sanctions that reduce stability and construction speed.

Nations facing sanctions may have opportunities to de-escalate, such as releasing annexed territories, signing white peace treaties, or relinquishing nuclear capabilities.

League Elections and Reforms

The leadership of the League is determined through annual elections, though these can be influenced by reforms. Members can also trigger no-confidence votes. AI nations vote based on a scoring system, adding strategic depth to election outcomes. The League leader can also propose reforms, potentially transforming the League into a powerful faction or even a unified nation.

Membership Management

The League leader has the ability to invite new members, and other nations can apply for membership. These applications require approval from the League leader and a subsequent vote from the existing members. Leaving the League is also a straightforward process accessible through the League’s dedicated window.
